New Mexico has a rocky gaming background. When the IGRA was signed by the House in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to cash in on the Native casino bandwagon. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King appointed a working group in 1990 to negotiate a compact with New Mexico Indian tribes. When the working group came to an agreement with two big local tribes a year later, Governor King refused to sign the bargain. He held up a deal until 1994.

When a new governor took over in Nineteen Ninety Five, it appeared that Native gaming in New Mexico was a certainty. But when Governor Gary Johnson signed the accord with the Amerindian bands, anti-wagering groups were able to hold the accord up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing a deal, thus denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It required the CNA, passed by the New Mexico legislature, to get the process moving on a full accord amongst the State of New Mexico and its Indian tribes. Ten years had been squandered for gambling in New Mexico, including American Indian casino Bingo.

The nonprofit Bingo business has increased since Nineteen Ninety-Nine. That year, New Mexico non-profit game owners acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and exceeded a million dollars in 2001. Nonprofit Bingo earnings have grown steadily since then. 2005 saw the biggest year, with $1,233,289 grossed by the owners.

Bingo is apparently beloved in New Mexico. All types of providers try for a piece of the action. Hopefully, the politicos are done batting around gambling as an important issue like they did back in the 90’s. That is probably hopeful thinking.
