New Mexico has a complex gambling past. When the Indian Gaming Regulatory Act was passed by Congress in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to get on the Amerindian casino craze. Politics assured that would not be the case.

The New Mexico governor Bruce King announced a working group in 1990 to draft an accord with New Mexico Amerindian bands. When the working group arrived at an accord with two important local tribes a year later, the Governor declined to sign the agreement. He would hold up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it appeared that Amerindian gambling in New Mexico was a certainty. But when Governor Gary Johnson signed the compact with the American Indian tribes, anti-gaming forces were able to hold the deal up in courts. A New Mexico court found that the Governor had overstepped his bounds in signing the deal, thereby denying the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It took the CNA, signed by the New Mexico government, to get the ball rolling on a full contract amongst the Government of New Mexico and its American Indian bands. 10 years had been lost for gambling in New Mexico, including Indian casino Bingo.

The non-profit Bingo business has increased from Nineteen Ninety-Nine. That year, New Mexico not for profit game providers brought in just $3,048 in revenues. That climbed to $725,150 in 2000, and passed a million dollars in 2001. Non-profit Bingo earnings have grown steadily since that time. 2005 saw the largest year, with $1,233,289 earned by the providers.

Bingo is certainly beloved in New Mexico. All kinds of owners try for a slice of the action. Hopefully, the politicians are done batting around gaming as a hot button issue like they did back in the 1990’s. That is without doubt hopeful thinking.
